While it's not desirable for a city or corporation to experience a series of crises, it's important to intentionally develop crisis management skills as crises are becoming more often and intense. Systems should help individuals handle crises constructively and positively. While the previous crisis may encourage them to do better the next time, it can also leave them with lasting trauma for the next one. I believe the city is suffering from some form of post-traumatic stress disorder. In 2008, the city laid off approximately half of its personnel. It's difficult to be in charge when half of the crew is being let go.During the 2009-10 swine flu pandemic, Pune saw a significant number of cases and casualties. Although the number of instances has decreased, there are still a few reported each year. The city authority was criticized for responding rather than taking proactive measures. The government has implemented strict measures, including distributing medicine and vaccines in slum areas, to control the spread. As a result, they had learnt their lesson.
